Disability Allowance 2025: Calculate Value & Requirements
Learn how to calculate disability allowance value in 2025. Requirements, documents needed, and step-by-step guide to apply for INSS benefits.
Disability allowance is one of the most sought-after INSS (social security) benefits in 2025, intended for workers who become temporarily unable to perform their activities. With recent changes in social security legislation, it’s essential to understand how to calculate the benefit value and what the new requirements are.
This benefit guarantees monthly income to insured individuals who prove temporary incapacity for work due to illness or accident. The amount can vary between R$ 1,412.00 (minimum wage) and R$ 7,786.02 (INSS ceiling in 2025).
What is disability allowance
Disability allowance is a social security benefit that temporarily replaces the income of an incapacitated worker. Unlike disability retirement, this benefit is temporary and assumes the insured person will return to activities after recovery.
To be eligible, the worker must be unable to perform their usual function for more than 15 consecutive days. During the first 15 days, payment is the employer’s responsibility (for CLT labor law employees) or there’s no coverage (for self-employed and MEI micro-entrepreneurs).
Changes in 2025
The main change in 2025 is in the official name of the benefit, which is now called “temporary incapacity allowance.” However, requirements and calculations remain the same as the 2019 reform.
The minimum value follows the national minimum wage of R$ 1,412.00, while the ceiling remains at R$ 7,786.02 monthly.
Temporary incapacity allowance
The new nomenclature better reflects the temporary nature of the benefit. The goal is to make it clear that this involves a reversible incapacity, differentiating it from disability retirement (permanent incapacity).
The concession period varies according to the insured person’s recovery, being periodically reevaluated through INSS medical examinations.
Who is eligible
The right to disability allowance is guaranteed to all INSS insured individuals who prove temporary incapacity and meet the qualification period requirements. This includes CLT employees, individual contributors, MEI and rural workers.
The incapacity must be total for usual activity and temporary. Cases of partial or definitive incapacity follow different rules.
Requirements to apply
The basic requirements to apply for disability allowance are:
- Insured status: be current with contributions or within the grace period
- Minimum qualification period: 12 monthly contributions (with exceptions)
- Proven incapacity: certified by INSS medical examination
- Leave exceeding 15 days: for CLT employees
For MEI and self-employed workers, leave can be requested from the first day of incapacity, without the initial 15 days at their own expense.
Required qualification period
The 12-month qualification period is mandatory in most cases. However, some situations waive the qualification period:
- Work accident or accident of any nature
- Serious illnesses listed by law (cancer, AIDS, tuberculosis, etc.)
- Special insured (rural worker) under certain conditions
Example: A worker who has contributed for only 8 months and suffers a traffic accident is entitled to the benefit, as accidents waive the qualification period.
How to calculate the value
Disability allowance calculation follows the formula established by Constitutional Amendment 103/2019. The value corresponds to 60% of the average of all contribution salaries, plus 2% per year exceeding 15 years of contribution (only for women) or 20 years (for men).
For most disability allowance cases, the minimum percentage of 60% of the benefit salary applies, since insured persons rarely have sufficient contribution time to increase this percentage.
Benefit salary
The benefit salary is the arithmetic average of 100% of contribution salaries since July 1994. There’s no longer any discarding of lower contributions, as occurred before the reform.
All values are monetarily corrected up to the calculation date, ensuring that old contributions aren’t harmed by inflation.
Average of contribution salaries
The calculation considers:
- Period: July 1994 until the month before benefit start
- Correction: all salaries are updated by INPC (consumer price index)
- Limit: respects each year’s INSS ceiling
Calculation example: Benefit salary: R$ 4,000.00 (corrected average) Applied percentage: 60% (minimum) Disability allowance value: R$ 2,400.00
Calculation example
Consider an insured person with the following characteristics:
| Period | Average salary | Corrected value |
|---|---|---|
| 1994-2000 | R$ 800 | R$ 2,100 |
| 2001-2010 | R$ 1,500 | R$ 2,800 |
| 2011-2025 | R$ 3,200 | R$ 3,500 |
Final average: R$ 2,800.00 Benefit (60%): R$ 1,680.00
Since it’s above the minimum, the insured person would receive R$ 1,680.00 monthly.
Minimum and maximum value in 2025
Disability allowance can never be less than the national minimum wage or greater than the INSS ceiling. In 2025, these values are:
- Minimum value: R$ 1,412.00 (minimum wage)
- Maximum value: R$ 7,786.02 (INSS ceiling)
Even if the calculation results in a value below the minimum, the insured person receives the full minimum wage. Similarly, values above the ceiling are automatically limited.

How to apply for the benefit
Disability allowance application must be made exclusively through the Meu INSS app or website. Going to agencies is no longer necessary, except in specific cases determined by the institute.
The process is entirely digital, from scheduling the medical examination to tracking the result.
Required documents
To apply for disability allowance, prepare:
- Photo ID document
- CPF (tax ID - your own or legal representative’s)
- Work card or document proving activity
- Detailed medical reports about the illness
- Medical exams proving incapacity
- Medical certificates from the leave period
All documentation can be digitally attached when applying through Meu INSS.
Medical examination
The medical examination is mandatory and decisive for benefit approval. The examining doctor evaluates whether there’s total and temporary incapacity for usual activity.
During the examination, present:
- Complete medical history of the illness
- Recent reports and exams (last 30 days)
- Attending physician’s report detailing limitations
- Medications in use and treatments performed
The result comes out immediately, informing whether the benefit was granted and for how long.
Frequently Asked Questions
How long does it take for disability allowance to be approved?
INSS has up to 45 days to analyze the request and schedule the medical examination. After the examination, the result comes out immediately. If approved, first payment occurs within 45 days.
Can I work while receiving disability allowance?
It’s not permitted to perform paid activity while receiving disability allowance. If discovered, the benefit is cancelled and you must return all received amounts, with interest and correction.
Does disability allowance count time toward retirement?
Yes, the period on disability allowance counts as contribution time for retirement. However, there’s no monthly collection during the benefit, so it doesn’t increase the future retirement value.
Can I be fired while receiving disability allowance?
The employee on disability allowance leave has provisional job security for 12 months after returning to work. During the benefit, dismissal without just cause is prohibited.
What’s the difference between disability allowance and accident allowance?
Disability allowance is temporary for total incapacity. Accident allowance is permanent for reduced work capacity, equivalent to 50% of benefit salary, and allows working.
What happens if the medical examination denies the benefit?
You can file an appeal within 30 days or request a new examination with additional medical documentation. It’s also possible to seek administrative or judicial review of the result.
Does disability allowance have a 13th salary bonus?
Yes, those receiving disability allowance are entitled to the 13th salary proportional to months received in the year. Payment follows the same schedule as other INSS benefits.
