What is the INSS deduction

The National Social Security Institute (INSS) is the agency responsible for Brazilian workers’ social security benefits. Monthly contribution guarantees access to retirement, disability benefits, and pensions.

Who must contribute

The contribution ceiling in 2025 is R$ 7,786.02, limiting the maximum deduction to R$ 908.85 monthly.

Changes from 2024

Values were adjusted according to inflation measured by INPC. The ceiling increased from R$ 7,507.49 to R$ 7,786.02, a 3.71% adjustment.

Minimum wage rose to R$ 1,412.00, also raising the first bracket floor. The rates (7.5%, 9%, 12%, and 14%) remain unchanged since the 2019 reform.

How to calculate the deduction step by step

INSS calculation uses the progressive system, applying different rates for each salary bracket. This means you pay less on the initial portion of your salary.

Progressive calculation

To calculate correctly, apply the formula: Salary × Rate - Deduction Amount.

The deduction amount already considers the benefit from previous brackets, simplifying the calculation. Never multiply the total salary by the highest rate.

Example: Salary of R$ 3,500.00 Calculation: R$ 3,500 × 12% - R$ 101.18 = R$ 318.82

Contribution ceiling and floor

The contribution floor is the minimum wage (R$ 1,412.00), even for those earning less. Voluntary contributors can choose to contribute on this minimum value.

Minimum and maximum deduction

  • Minimum contribution: R$ 1,412 × 7.5% = R$ 105.90
  • Maximum contribution: R$ 908.85 (on the ceiling)

Those earning above the ceiling always contribute the maximum amount. This limits both the deduction and future benefits, which are calculated on the social security ceiling.

Impact on benefits

Retirement value is proportional to contributions. Those contributing on higher salaries receive higher benefits, respecting the social security ceiling.

Contributing on low values results in retirement close to minimum wage. Therefore, self-employed workers should consider contributing on higher values when possible.

INSS for self-employed and MEI

Self-employed workers and business owners have specific contribution rules, being able to choose between different rates according to the desired type of retirement.

Individual contributors

Self-employed can contribute with 11% or 20% on the chosen contribution salary:

  • 11%: Grants right only to age-based retirement
  • 20%: Grants right to all benefits, including contribution time retirement

The 11% contribution doesn’t allow time counting for special retirement or contribution time retirement.

MEI (Micro Individual Entrepreneur)

MEI (micro-entrepreneur) pays a fixed monthly amount through DAS:

  • R$ 75.90 (5% on minimum wage)
  • Includes INSS + ISS or ICMS
  • Guarantees age-based retirement and benefits

MEI can supplement to 20% by paying an additional R$ 84.72 monthly, guaranteeing contribution time retirement.
